I have noticed that phones running on Android version 4.0 downward all have a video call feature without having to use a third party app like duo, while phones running version 5.0 upward don't have such a feature. please why is it so

Marketing stunt. Having all features on the phone reduces the relevance of some of the major third party apps, so it's their own way of making making money. That why sometimes you don't get to see all the features in upgrades released by Google.
